2004 update of overview supply and demand of organic concentrated feed in the EU Organic Eprints
Padel, Susanne; Lowman, Steve.
Summary of key trends and changes in 2004 The total organic flock in the EU 25 appears to have increased by between 6 and 9 per cent, depending on stock category. Greatest increases occurred for sheep in France, Italy, Spain and the UK. In the other livestock categories, increases in some countries were balanced by decline in others, leading to overall small increases (see Table 3 update1). The production area of organic cereals increased between 2003 and 2004 by approximately 6 %. Significant reduction (9%) in the cereals area seems to have occurred in Italy, Spain and Hungary, whereas the area increased in Austria, Greece and Portugal (see Table 4 update). The area for pulses appears to have declined by a further 14% in the EU 25. Reductions...

ACTION PLAN FOR INNOVATION AND LEARNING. AGROECOLOGY AND ORGANICS IN EU INNOVATION POLICY Organic Eprints
Moeskops, Bram; Torremocha, Eva; Häring, A.M.; Padel, Susanne; Brunori, Gianluca; Micheloni, Cristina.
The EU has put innovation at the heart of its strategy for achieving smart, sustainable and inclusive growth. In comparison with earlier EU research policy, the focus has shifted from research for its own sake to innovation with tangible impact. Putting ideas into practice has become the central goal of Horizon 2020, the EU's Framework Programme for Research & Innovation for 2014-2020. This evolution also affects Europe's food and farming sector. Innovation support will be strengthened in the EU’s Common Agricultural Policy (CAP). Among the different measures that are foreseen in the CAP for 2014-2020 is the creation of a European Innovation Partnership for Agricultural Productivity and Sustainability (EIP) that should close the gap between research...

Alleanze tra Agricoltori e Consumatori – Come comunicare con successo il valore degli alimenti biologici ai consumatori Manuale pratico Organic Eprints
Zander, Katrin; Hamm, Ulrich; Freyer, Bernhard; Gössinger, Katharina; Hametter, Monika; Naspetti, Simona; Padel, Susanne; Stolz, Hanna; Stolze, Matthias; Zanoli, Raffaele.

Schmid, Otto; Huber, Beate; Ziegler, Katia; Jespersen, Lizzy Melby; Hansen, Jens Gonbech; Plakolm, Gerhard; Gilbert, Jo; Lomann, Steve; Micheloni, Cristina; Padel, Susanne.
This Deliverable 3.2 report presents an analysis of differences between EEC Regulation 2092/91 and other organic standards and their implementation, using a specially developed database (www.organicrules.org). It further reports on database development. The work was carried out as part of the “EEC 2092/91 (Organic) Revision” STREP project (No. SSPE-CT- 2004-502397) within the EU 6th Framework Programme. The main objective was to identify differences in organic standards in relation to Regulation (EEC) 2092/91 and to analyse selected national governmental and private organic standards with the aim of identifying specific areas in the (EEC) 2092/91 where revision in terms of harmonisation, regionalisation or simplification may be possible.

Assessing the public goods provided by organic agriculture: lessons learned from practice Organic Eprints
Smith, Laurence; Padel, Susanne; Pearce, Bruce; Lampkin, Nic; Gerrard, Catherine L; Woodward, Lawrence; Fowler, Sue; Measures, Mark.
The role of farms as providers of public goods has long been recognised, and measuring performance in this area is of increasing interest to policy makers, in light of the approaching Common Agricultural Policy reform. The Organic Research Centre has been working on this topic in recent years, through the development of sustainability assessment tools. The latest outcome from this process is a ‘Public Goods’ assessment tool, developed through a Natural England funded project which aimed to evaluate the benefits accruing from organic management and entering into an Organic Entry Level Stewardship (OELS) agreement. This paper describes the development of the Public Goods (PG) tool, and what has been learned in the process.

Assessing the risk of non-compliance in UK organic agriculture: An econometric analysis Organic Eprints
Zanoli, Raffaele; Gambelli, Danilo; Solfanelli, Francesco; Padel, Susanne.
The purpose is to provide an analysis of the risk factors influencing non-compliance in UK organic farming. The paper uses a formal econometric model of risk analysis to provide empirical evidence on the determinants of non-compliance in organic farming. A panel of data from the archives of the largest control body in the UK for 2007-2009 is used, and specific analyses are performed for two types of non-compliances. A zero inflated count data model is used for the estimation, taking into account the fact that the occurrences of non-compliance are very sparse. Results show the existence of strong co-dependence of non-compliant behaviours (i.e. the occurrence of major and critical non-compliance increases the probability of occurrence of the minor one;...

Assessing the sustainability of EU dairy farms with different management systems and husbandry practices Organic Eprints
Leach, Katharine; Gerrard, Catherine L; Kudahl, Anne Braad; Nykänen, Arja; Vaarst, Mette; Weissensteiner, Roswitha; Padel, Susanne.
The EU funded SOLID project supports research which will contribute to the competitiveness of organic and low input dairy systems, and increase their sustainability. There are many aspects of the sustainability of dairy farms, relating to economic, environmental and social dimensions, and methods of animal husbandry can affect all of these. A UK spreadsheet based tool for rapid assessment of the whole farm was adapted for application on a range of organic and low input dairy farms across the EU. This tool was used to assess approximately ten organic dairy farms in each of four EU countries. Data on farm management practices collected in face to face interviews with farmers were entered and the tool then calculated a composite score for each of 11 separate...

Attitudes Towards Conversion To Organic Production Systems: A Study Of Farmers In England Organic Eprints
Midmore, Peter; Padel, Susanne; McCalman, Heather; Isherwood, Jon; Fowler, Susan; Lamkpin, Nic.
This report describes the attitudes of converting and conventional producers in England to organic production. In 2000, a telephone survey was conducted of farmers in three groups: those who were converting, those who had contacted OCIS but decided not to convert, and a random sample of conventional farmers. The majority of converting farmers gave concerns about agrochemicals and fears about the future profitability of conventional farming as their main reasons for going organic. Marketing was not seen as an obstacle to conversion. Conventional farmers thought that advice and information on organic production were easily obtained, but converting farmers did not agree, suggesting that there was a shortage of more advanced knowledge. Non-converters gave...

Balancing and integrating basic values in the development of organic regulations and standards: proposal for a procedure using case studies of conflicting areas Organic Eprints
Padel, Susanne; Röcklinsberg, Helena; Verhoog, Henk; Fjelsted Alrøe, Hugo; de Wit, Jan; Kjeldsen, Chris; Schmid, Otto.
The basic aim of the report is to develop a procedure for the integration of the ethical value base of organic farming into standards and regulations. For this it is necessary to identify the core ethical value of organic production, consider their coherence and relate them to existing practice of organic food and farming. Ethical values are per se in need of interpretation. It is therefore also necessary to consider the process of decision-making, when aiming to achieve a coherent integration of such values in the structure of a standard or regulation. In line with the European Action Plan for organic food and farming from 2004 the Project EEC 2092/91 (Organic) Revision supports the idea that delegating a larger role to values and basic principles will...

Can certification encourage organic operators to become better organic operators? Organic Eprints
Padel, Susanne.
The paper explores whether an organic control system could include elements of an improvement standard as compared to the current minimum requirement standards. It is based on a review of rules of organic certification and of literature. The discussion explores whether an approach of agreeing individual improvement targets between operator and certification body could allow the consideration of some areas of the organic principles that are currently not audited in the form of minimal certification requirements. Such a system would allow the determination of whereof whether an operator is on the way to making improvements and strengthen operators’ responsibility.

Carbon footprints of organic dairying in six European countries—real farm data analysis Organic Eprints
Hietala, Sanna Maria; Smith, Laurence; Knudsen, Marie Trydeman; Kurpa, Sirpa; Padel, Susanne; Hermansen, John E..
Dairy farming is the largest agricultural contributor to greenhouse gas emissions in Europe. In this study, the carbon footprint of organic dairying was evaluated by means of a life cycle assessment, based on real farm data from six European countries: Austria, Belgium, Denmark, Finland, Italy and United Kingdom. A total of 34 farms were analysed. The assessment was carried out using an attributional approach with system boundaries from cradle to farm gate. In relation to dairy production, a functional unit of 1 kg of energy corrected milk was used. The results gave an average of 1.32 kg CO2 equivalents per kilogramme of energy-corrected milk with standard deviation of 0.22, which is consistent with recent studies. The main contributor to this is enteric...

Case studies of the marketing of products from newly bred lines and underutilized crops Organic Eprints
Padel, Susanne; Rossi, Adanella; D'Amico, Simona; Sellars, Anna; Oehen, Bernadette.
The overall aim of Task 5.1 of the Diversifood project is to produce recommendations and guidelines for the marketing and valorisation strategies of biodiverse food products, including products from underutilized crops and based on newly-bred lines from participatory plant breeding. The work presented here identifies success and critical factors of existing initiatives, analysing the whole process of value-adding and communication from the genetic resource to the food product. A common case study approach was used by national teams in eight countries, involving around 180 interviews with various actors of each initiative, including producers and a diversity of other supply chain actors and consumers. Results of the comparative analysis are presented into...

Communicating with customers Organic Eprints
Padel, Susanne; Zander, Katrin.
The growth in demand for organic and Fairtrade products is a clear example of the emerging importance of ‘ethical consumerism’ in the food sector. But as the popularity of organic food grows, so too does the range of mass produced organic products. Indeed, competition between many organic products is now predominantly a question of price. As a result, there are concerns that the ethical values and objectives of the organic movement are no longer central to large sections of organic production. The article summarises results of the Farmer Consumer Partnership (CORE FCP) project.

Consumer concerns regarding additional ethical attributes of organic food Organic Eprints
Zander, Katrin; Hamm, Ulrich; Freyer, Bernhard; Goesssinger, Katharina; Naspetti, Simona; Padel, Susanne; Stolz, Hanna; Stolze, Matthias; Zanoli, Raffaele.
In a world where more and more organic products are mass produced, and where most consumers have little – if any – contact with the organic farmers who have produced their food, many people feel that the underlying principles of the organic movement are coming under threat. According to our research consumers are mostly interested in additional ethical attributes like “higher animal welfare standards”, “regional/local production” and “fair producer prices” and they are willing to pay more for organic products which are produced following these higher standards. This gives producers the opportunity to differentiate their products in the organic market. When communicating these additional ethical attributes of organic food producers must take care to use a...
